A letter to President Kiir from the John Dau Foundation

Dear Mr. President:

A great leader takes care of problems as they originate to prevent them from
becoming bigger. I trust you will prosecute and hold accountable those
responsible for the destruction of the Duk Lost Boys Hospital. I trust you will
uphold the SPLA code of conduct, preserving the clean record of the then SPLA
who bravely fought for 22 years showing the dignity of the African and
Christian population.

I am horrified by the news that rogue military servicemen, part of the SPLA
contingent currently deployed in Patuenoi village of Duk County went to Duk
Payuel and destroyed what was left of the Duk Lost Boys Hospital, in addition
to the damage that had been done by the rebels in 2013. The eight hospital
buildings are now a pile of destroyed walls and rubble.

I tried to get hold of these soldiers’ leaders but I am unable to get a helpful
response and therefore, I am turning to you as the highest military commander
in the land to help reign in these uncontrolled soldiers. It is preposterous to
say that these soldiers’ mission is to protect territorial integrity of the
Republic of South Sudan when in fact they are the ones destroying South Sudan.

There is no known fighting going on in both Greater Payuel and Padiet. Yet these
unruly SPLA soldiers not only destroyed eight hospital buildings that they are
supposed to be protecting, but they removed all the roofs of the Duk Payuel primary
school. They stripped off all of the doors and took anything of value from the International
Relief & Development compound buildings, and they destroyed
the American Heart African Soul orphanage buildings. Attached are photos that
will testify to their wild, undisciplined, and unpatriotic destruction.

John Dau Foundation (JDF) was planning to rebuild, refurnish, and restock the
hospital facilities to deliver critically needed medical services to our
citizens.

Donors, who generously share their hard-earned money with the war-ravaged and impoverished
people of our country, are outraged seeing wave after wave of meaningless
destruction of what they have helped build. Why should they continue to help if
you do not require protection of these facilities and their workers?

Our records below show that this hospital helped many citizens of South Sudan
including SPLA with their families:

  • After eight years of pursuing this mission, as of the March 31, 2015, JDF via its four medical

facilities (hospital in ruin included) have provided life-saving medical
services to over 130,000 patients!

  • Of these 130,000 patients, the JDF’s facilities have delivered over 10,000 babies.
  • Identified, counseled and treated 389 patients with HIV/AIDS, tuberculosis, leprosy, and other highly infectious diseases.
  • Provided 75,000 individuals suffering from malnutrition with therapeutic feeding programs and treatment.
  • Cared for thousands suffering from malaria.
  • Pre- and Post-Natal Care for over 10,000 mothers who gave birth at our facilities.
  • Vaccinated over 8,000 children.
  • JDF has hosted countless trainings and educational courses focused on public health, preventing the spread of disease, and the safe

delivery of newborns.

  • “Miracle doctors” from John Moran Eye Center restored eyesight to 600 blind patients in 2011 and 2012, with

commitment to continue at 300 patients per year for the next 5 years to come.

  •  De-wormed over 21,000 patients by December 31, 2014.
  •  JDF hired 40 fulltime employees with over additional 50 seasonal/temporal workers making us 2nd largest

employer in the county after the government.

  • Duk Lost Boys Hospital was the first entity ever in Duk County to issue birth certificates.
  • Mobilized and together with our partner JDF transported, fed, cared for and help fixed cliff

plates’ deformity for 21 patients.

These achievements were made possible by the JDF facilities’ reputation for quality and
competence. Honesty and sincerity are the guiding lights of the JDF and I must
now let every donor know that the government’s soldiers have punched the last
blow to the hospital that donors helped build.

The JDF board of Directors, the governing body of this
organization and donors need an explanation why the soldiers did this and what
action will be taken to curtail unruliness of these soldiers.

I still believe that there is room to take the country out of this downward
spiral. I’m afraid such unproductive action by your soldiers does further
tarnish your image in the eyes of many. Think about your legacy that you built
during the civil war with the oppressors in the old Sudan. Your sacrifices
during the war with the Khartoum tyrants in the 80s and 90s made many to feel
that you are their hero, and there is still a reason to think that you will
continue to be their hero.

I hope you will still be brave enough to stop the war and bring peace to our
country. I have faith that you will scarify again as you did it in the 80s and
the 90s, the Commander Salva Kiir we knew. I will be
dismissed not to ask you to be courageous and bold to bring peace to our
motherland so people of good heart will continue to bring peace dividends to
our people. You cannot develop the country alone and this has been the reason
people like me, Ambassador Group, Valentino Achak Deng, and very many other
Lost Boys and girls in America, Australia, Canada and other western counties
are doing their utmost with their foreign friends to rebuild our God’s given
land, South Sudan.
